Investments in public buildings to increase energy efficiency - Cities

The call for projects finances investments in public buildings in the North-East Region to increase energy efficiency and reduce greenhouse gas emissions. Funding can be obtained for thermal renovation works, replacing installations with renewable sources, installing energy management systems and others.

Eligible beneficiaries
  • UAT Cities in the North-East Development Region;

  • Partnerships between UAT cities and public institutions and services organized as public institutions of local interest (financed from the local budget), subordinated to UAT cities;

  • Partnerships between UAT cities and central public institutions.

Co-financing

​The applicant's co-financing percentage is a minimum of 2% of the eligible expenses. The non-reimbursable value of a project is a minimum of 300,000 euros. The maximum value of the non-reimbursable financing is 2,500,000 euros.

Eligibility conditions
  1. Eligible beneficiaries are:

    • UAT Cities from the North-East Development Region;

    • partnerships between UAT cities and public institutions and services organized as public institutions of local interest (financed from the local budget), subordinated to UAT cities;

    • partnerships between UAT cities and central public institutions.

  2. The applicant and/ or his/ her legal representative, including the partner and/or his/her legal representative, if applicable, do not fall under the exclusion situations presented in the Single Declaration (Annex 3).

  3. The applicant for funding must demonstrate at least one of the following rights over the property (building and land) and over other necessary movable and/or immovable assets, as the case may be, that are the subject of the project:

    • public/ private property right;

    • administration right;

    • concession right.

  4. The proposed project has not previously benefited from public funding, for the same costs related to the same eligible activities as follows:

    • projects without works started – 5 years before the date of submission of the funding application for the same cost related to the same type of activities (modernization/rehabilitation) carried out on the same infrastructure and do not benefit from public funds from other sources of funding, other than those of the applicant;

    • projects with works started – 5 years before the date of issuance of the order to start the works contract for the same cost related to the same type of activities (modernization/rehabilitation) carried out on the same infrastructure, was not in the guarantee period for the activities listed above and does not benefit from public funds from other sources of funding, other than those of the applicant.

  5. The project proposed for funding must not be physically completed or fully implemented before the submission of the funding application under the North-East PR 2021-2027, regardless of whether all related payments have been made by the beneficiary or not.

  6. The implementation period of the project activities does not exceed December 31, 2029.

  7. The project achieves reductions of at least 60% in the specific consumption of primary energy.

  8. The project is part of both a territorial/local development strategy (as applicable) and at least one of the following strategic documents:

    • Energy Efficiency Improvement Program; 

    • Plan or Strategy for improving energy efficiency, climate and energy, sustainable energy.

  9. The project complies with the provisions of community and national legislation in the field of sustainable development, equal opportunities and non-discrimination, gender equality and accessibility for people with disabilities.

  10. The project complies with the requirements regarding the immunization of infrastructure against climate change.

  11. The project complies with the DNSH principle - do no significant harm.

  12. The project does not fall under the scope of state aid or no elements of a state aid nature are identified within it.

Eligibility conditions for the buildings that make up the project:

  1. Construction period - the building is built (works are physically completed) by the end of 2000.

  2. The proposed interventions for the building lead to an annual level of specific primary energy consumption, respectively CO2 emissions, that does not exceed the maximum values ​​mentioned in the table in Annex 18 to the Guide, for each type of building.

  3. The building is not used as a place of worship or for other religious activities.

  4. The building is not a temporary construction intended to be used for a period of up to 2 years, it is not an industrial building, it is not a workshop or an agricultural building, it is not used/intended to be used for less than 4 months per year.

  5. The building is not a type of collective residential building or similar to it, with the exception of prisons and dormitories related to educational institutions.

  6. The building is structurally independent, with a total useful area greater than 250 m².

  7. The project activities do not target only one building unit (an area or part of the building, a floor or an apartment in a building), even if it is designed or modified to be used separately.

  8. If the building contains spaces or building units rented or given for free use, concessioned to legal entities other than the applicant or occupant mentioned in the project, the following conditions are met:

    • the occupants (legal entities) must have been selected through a transparent and non-discriminatory procedure, in accordance with the legislation in force;

    • the total useful area related to these spaces or building units does not exceed 10% of the total useful area of ​​the building;

    • the occupant (the legal entity that has rented or received free use, obtained in concession spaces or building units) expresses its agreement for the Applicant to make the investment.

  9. The technically expertized building is not classified by the technical expertise report in the seismic risk class RsI.

Eligible expenses

Direct costs:

  1. Works: 

    • land development; 

    • expenses for environmental protection and restoration;

    • expenses for relocation/protection of utilities;

    • expenses for providing the utilities necessary for the investment objective;

    • thermal rehabilitation constructions and installations;

    • assembly of machinery, technological and functional equipment;

    • machinery, technological and functional equipment requiring assembly;

    • expenses related to the basic investment;

    • construction works and installations related to the organization of the construction site;

    • expenses related to the organization of the construction site;

    • miscellaneous and unforeseen expenses.

  2. Expenses with intangible assets.

  3. Implementation reserve:

    • Expenses for establishing the implementation reserve for price adjustment.

Indirect costs:

  1. Expenses in the form of flat-rate payments - in a percentage of maximum 7% of the value of eligible direct expenses:

    • information and publicity activities (including mandatory information and publicity measures provided for in the financing contract - in accordance with the Visual Identity Manual 2021-2027);

    • actions for information, consultation, awareness of the target group regarding the advantages offered by improving energy efficiency, as well as the dissemination of information regarding the positive results obtained from the implementation of projects, as mandatory actions within the projects;

    • financial audit services;

    • consultancy services regarding the organization of procurement procedures (consultancy services/legal assistance for the purpose of preparing the award documentation and/ or organizing and conducting the award procedures of public procurement contracts;

    • consultancy services for the preparation of financing documentation and consultancy services in the field of project management;

    • geotechnical, geological, hydrological, hydrogeotechnical, photogrammetric, topographic, stability studies of the land on which the investment objective is located, environmental impact report, specialized studies necessary depending on the specifics of the investment;

    • supporting documentation and obtaining approvals, agreements, authorizations;

    • technical expertise of existing buildings, structures and/ or, as the case may be, technical projects, including the preparation by the technical expert of the technical expertise report;

    • energy performance certification and energy audit of buildings;

    • design: design theme, pre-feasibility study, feasibility study/ approval documentation for intervention works and general estimate, technical documentation necessary to obtain approvals/ agreements/ authorizations, technical quality verification of the technical project and execution details, technical project and execution details;

    • technical assistance from the designer;

    • technical assistance from the site supervisors;

    • expenses for commissions, quotas, taxes;

    • expenses related to the implementation of the energy efficiency strategy;

    • expenses for technological samples and tests.
