Tourism infrastructure investment program at destination level
The call for projects finances projects in the field of tourism and culture, in particular tourism infrastructure at destination level. It is part of the National Recovery and Resilience Plan and aims to operationalize Destination Management Organizations (DMOs).
Eligible beneficiaries
The administrative-territorial units that are members of a regional Destination Management Organization (DMO).
The 8 regional DMOs are:

Banat-Crisana (counties of Timiș, Caraș-Severin, Bihor, Arad, Salaj);

Bucovina (county of Suceava);
-
Dobrogea (counties of Constanța and Tulcea);
-
Maramureș (counties of Maramureș and Satu Mare);
-
Muntenia (counties of Prahova, Argeș, Brăila, Dâmbovița, Ilfov, Buzău, Ialomița, Călărași, Giurgiu, Teleorman and the municipality of Bucharest);
-
Moldova (counties of Lași, Neamț, Galați, Bacău, Botoșani, Vrancea, Vaslui);
-
Oltenia (counties of Vâlcea, Mehedinți, Dolj, Gorj, Olt);
-
Transylvania (counties of Brașov, Sibiu, Cluj, Mureș, Harghita, Hunedoara, Covasna, Alba, Bistrița-Năsăud).
Co-financing
The co-financing percentage has not yet been established.
The minimum value has not been established, and the maximum value cannot exceed the value allocated to the region.
The total allocated budget is approximately 7.9 million euros and varies depending on the region in which the call for projects is applied and the number of counties in each region, as follows:

Eligibility conditions
-
The eligible beneficiary is the administrative-territorial unit (UTA)
-
In order to benefit from financing, the administrative-territorial unit must be a member of a regional OMD (directly or indirectly, through the local or county OMD) established according to the legislation in force
-
The administrative-territorial unit member of a regional OMD must be the owner of the land or the administrator of the land on which the investment is made
-
The beneficiary proves the capacity to finance the project for ineligible expenses
-
The beneficiary will complete and sign the Declaration of Commitment and submit the decision of the County/ Local Council
-
The beneficiary and/ or the legal representative do not fall into any of the situations presented in the Declaration of Eligibility
Eligible expenses
Eligible expenses are:

Land development expenses:
-
Land development - includes expenses incurred from the beginning of land preparation works consisting of demolitions, dismantling, deforestation, material evacuations, utility network diversions, vertical systematizations, drainages, depletions (excluding those related to the implementation of works for the basic investment), watercourse diversions;

Environmental protection arrangements and bringing it to its initial state - includes expenses incurred for environmental protection works and actions, including the restoration of the natural environment after the completion of the works, such as tree planting, redevelopment of green spaces.

Expenses for providing the utilities necessary for the objective:
-
includes expenses related to providing the utilities necessary for the operation of the investment objective, such as: water supply, sewage, natural gas supply, heating, electricity, telecommunications, as well as expenses related to connection to utility networks.

Expenses for design and technical assistance:
-
field studies - includes expenses for archaeological, geotechnical, geological, hydrological, photogrammetric, topographic and stability research studies of the land on which the investment objective is located.

Obtaining approvals, agreements, authorizations - expenses are included for:
-
obtaining/ extending the urban planning certificate;
-
obtaining/ extending the validity of the construction/ demolition authorization;
-
obtaining approvals and agreements for connections and branching to public water, sewage, gas, district heating, electricity, telephony, etc. networks;
-
preparing documentation, obtaining the provisional cadastral number and registering the land in the land register;
-
obtaining the environmental agreement;
-
obtaining the P.S.I. approval;
-
other approvals, agreements, authorizations.

Design and engineering - includes expenses for the development of all design phases (feasibility studies, investment works approval documentation, technical project and execution details), for the payment of the technical verification of the design and for the payment of the development of the building's energy performance certificate, as well as for the development of the documentation necessary for the issuance of permits, agreements, authorizations related to the investment objective (documentation that forms the basis for the issuance of permits and agreements imposed by the urban planning certificate, urban planning documentation, impact studies, site studies/expertise, technical expertise, etc.)

Technical assistance - includes expenses incurred, as appropriate, for:

technical assistance from the designer during the execution of the works (if it is not included in the project pricing);

payment of site managers, designated by the contracting authority, authorized according to legal provisions to verify the execution of construction and installation works;

payment of health and safety coordinators - according to Government Decision no. 300/2006, with subsequent amendments and additions.

Machinery, technological and functional equipment requiring assembly;
